My banner ad or interstitial ad does not work on my published app.

Just has a look at your dashboard and I can see that your ad requests are very low.
Digging a bit deeper, we can see that there a very few downloads on your app (currently 5 or so)
Please remember that AdMob payments are measured in CPM (cost per thousand) which is why we recommend that you aim for somewhere between 100 and 1,000 downloads before you try to monetise your app.
Secondly, from your original message, it seems that you (and your own device) are responsible for a lot of the ad requests. This is a very risky thing to do because traffic like this is a red flag against your account and can result in all your apps having monetisation removed.
Please, please, please do not try to use your monetised app on your own device when your traffic is so low.
