Screen scrolling problems

Im having a problem with my screen scrolling, it only scrolls when i touch a component like a button,listview, or switch etc…but when i try scroll on empty space or where a label is, it doesnt scroll?? its a new thing that just happened out of nowhere??

I have scrolling works everywhere on iOS.
