Why cant i make the buttons small like icon hearts

Ive been trying so hard to make these buttons small like heart icons underneath the image and it will not look the way I imagine; any thoughts?

This maybe just a workaround, but try uploading smaller icons for smaller buttons.

How Do I make Images Actual Icon Size

For some reason even when I make the icons to be 16x16 they are still huge, how do I make these smaller???
