Why can't I download an app with the "In-app Purchase" function?

f MEMBERSHIP is Free, I will not be able to download the APP to test it if the APP has the In-app Purchase function.

If I am a 37-dollar MEMBERSHIP, can I download an APP with In-app Purchase function?
