Relative Size option not available?

I can’t find the relative size option for buttons and labels for them to change sizes depending on screen size. Where is it located?

Those properties are part of the older Snap to Place interface. The newer, default Drag & Drop interface does not have them. Sizes are set by dragging the component handles/edges or by typing in pixel values for width and height.

Is it possible to still have things like buttons change positions and sides to accommodate screen size?

Not with the DnD interface. You’d have to use the StP interface.
