Modules and Layouts

I want to use Modules to reduce the amount of blocks on a busy screen. However, I read that Modules cannot be inserted into Layouts and my screens have been created using Layouts.

@matt_conroy is it possible for one or more modules to sit above all of the Layouts for a screen in the Component Tree as a work around?
