If you uploaded in your project then just use the name in the URL. The file name only.

drag webviewer and upload your your html.
second method place your html at git hub and insert link at url webviewer.
Local host wont work on apps as it is used by apps like vscode to test html files
upload that html page on github or drive get its link and done
upload html in your assets copy the name of it and paste the name in the url section of web viewer
You can use ngrok to make your wesite live on WAN from LAN right from your own computer/laptop.
