It’s in the Camera and Media drawer in the Drag & Drop interface:
You can right-click it and choose Show Advanced Block for more options.

I haven’t used it in a long time. But when I need to know how a component works, I Google a search term + Thunkable so if you Google Image Recognizer Thunkable, you should find out that information.
