App rejected - Design Minimum Functionality

So my app has been rejected at the iOS store and refer to it as having multiple Safari links to multiple PDF’s…They used guideline item 4.2 Design: Minimum Functionality as their reason…anyway.
So…Is there are way of viewing PDF files “in app” so it does not have to use something like Safari to view the files? Or is there an add-on that can be used? Any help appreciated!

We’re working on a PDF viewer component and hopefully it will be available sometime this month.
