i believe it’s the envelope icon on the upper right set of 4 icons. it appears that you and the other person are the only ones who see the thread, although it looks like a discussion thread. you are notified of new messages via the community board. maybe the admin’s can read the thread too.

Ok i got it,
There is a new message in that envelope where we have to name the user to send a personal message
