Reference a link to sound files (mp3) in a local database

Hello:

Would someone please point me to a resource for explaining how to reference sound files in a local database? I want players to be able to click a sound file in a quiz question and then answer a question about the sound. My quiz links to a local database. I’m assuming:

  1. I have to upload and house the sound file somehow. What are my size limits? Are they based on what kind of account I have? What is the procedure?

  2. In the database I would need to reference the soundfile in a way that is URL based, points to the file I have stored via the procedure in assumption #1, and requires zero credentials. Where is this explained?

This is a very basic request, and I apologize for that. I have searched in the community and on YouTube but am missing something. Thank you.
