Just wanted to make everyone aware of a new policy from Google. This only applies if you create a new personal Play Console account after November 13, 2023.
“… developers with newly created personal Play Console accounts will soon be required to test their apps with at least 20 people for a minimum of two weeks before applying for access to production.”
If you created your personal Play Console account before November 13, 2023, you will not be subject to this new requirement.
