I am computing my spend, I need to know: do I need a Mac ,or I can publish my apps to app store with a Windows PC.
A Mac mini is about1000$(USD)

You will need a Mac (or at least a virtual Mac) to publish apps to the App Store. You can Google that question and see people’s suggestions. I’ve heard good things about https://www.macincloud.com but never used it myself.
