is there anyway to upload an app to appstore without having to pay the fee of creating a developer acount?
You must pay the developer fee for the Google Play Store (one-off $25) or $99 per year for an Apple Developer account. There is no way around paying fees for these.
You can google other stores eg Samsung, Amazon etc to see if they have fees.
