do I need any SMTP server to send email from my APP ?

No, you don’t need this. This is an email sent from the user side (sent from the user account) to others.
If you want to send from the server to the user, it is recommended to use GAS (Google app script) to send.

Nope If you want to Send any email to the user he/she has to give email and then you can send the email to the user email with Subject and The message

so… If I want to send email APP to any user then I need to use GAS ?

GAS is one way and free but uses your own email. You will need to setup an email for your app to be in the safe side.
The other way, is to use an of the email services such as SendGrid email service.

You can use GAS to send general email or html email, edit the program yourself, and send to specific or all emails. (Free account provides 100 emails per day)
