Bleb Technology has yet developed an extension, more efficient than the original BLE component made by MIT App Inventor, to manage BLE and Blebricks (www.ble.it - modular IoT devices) inside MIT App Inventor and Thunkable Classic. Bleb Technology could provide you the source code as an open source code. Please contact me if you are interested.
My students are currently working on a project involving QR codes and would like to try BLE beacons with their app. Is it possible to send pings from the beacon to the app and record the time received and user on a spreadsheet?

BLE component looks good. I would search a .NET (C#) sample how to communicate between BLE component on an Android device and a Windows 10 (Notebook) .NET application.
