"download link expired" even when clicked on the link the moment the email arrived with that link

The email with the download link (iOS) arrived in less that 15 minutes after my request. Clicked the download link in the email on the iPhone, but got the message that the link had expired, which should not have happened as it was less than an hour even between the request and the click to download.

What is going wrong? With only 2 downloads a month available there is not much room for error.
