App rating on iTunes Connect

Hello
When i want to rate my app before publishing, i rate according to the content of the app itself or according to what people can write in the app ?

Because before they asked me to make the rate 17+ while i did not put any violating thing in the app

The app depends only on writing, No images or videos and these written things is written by the user
Nothing is written or generated by app

The rating should be according to the content of the app, so the subject matter will determine the overall rating.
