Is there any restriction on the part of google play, about the hybrid applications or the applications that use webview.

You can check out the Google Play policy here.
An app that is just a Web Viewer might get rejected since the user can just access that web page with their mobile browser, but apps wouldn’t get rejected just for having a Web Viewer in them.
