I think this is called “reverse geocoding”, when you look for an address at a given point on earth. Reverse geocoding is offered for example by google, and you can use it by their API. I think it is not free of charge. Have a look at: https://developers.google.com/maps/documentation/javascript/examples/geocoding-reverse or search the internet for “reverse geocoding”.
