Make a separate function without the sensor so that it is as shown - enter the coordinates manually and say it works? Perhaps the problem with the sensor.

i want the place name of user location… so the coordinates are required and they are provided by location sensor
To test, remove the sensor unit may be a problem because in it!

Device on which you run the project? You allowed it to define a user’s location? On iOS 12.4.2 - work well.
