so the seconds since 1970 block and startTime variables is to calculate how long it takes to upload the photo to Cloudinary while the resizing of the photo block is to reduce the amount of time taken to upload to cloudinary?

Yes. Calculating the duration is useful for troubleshooting this process but is not required.
