tldr;
this is possible by using a webviewer but only for android or maybe even web published apps. You can’t accomplish this with iOS apps.
you’ll need to host/package an html file that uses some kind of technology like [jitsi](https://jitsi.org/) or other to complete the video chat portion of the app.
