To change the time of the entire phone requires opening the settings and getting the user to do this. You can probably use the activity starter to open this particular setting, but it seems pretty intrusive i.e. then the user will have to go and change back the time when they are finished with your app.
How about using a time server, or perhaps you can use this extension?
