My first version got accepted with no issues, I made one change as the statue bar wasn’t visible and version 2 got rejected because of camera access. I have looked at my setting and do not see where I can add the purpose text.

Welcome @ordertally .  
I think you need to add the purpose in the play console and not in the app settings.
